Frank Gross was in line for a new title:
- Commander of 013 instead of Commander of Special Events
It seems Gross and Martin are switching spots. And it appears like this is going to be Hillard's legacy - exempts screw up, and they just get moved around until the heat dies down and the new guy comes in. Henny Penny gets "demoted" to a spot that removes her from public view, is actually a pay raise, and relives her of any responsibility for meetings. Frank gets moved to one of the quieter districts in the city that actually can run itself 80-or-90% of the time.
