You'll still keep title as detective and your D2-A pay but will be handling calls and in custody arrests where your skills are needed. We know we get trolls here every so often, but this thing is a work of art. Reassignment, de facto demotion for some, increased workload for others, it's brilliant and guaranteed to send some people around the bend.
This runs counter to McCarthy's stated goal of having everyone working at peak efficiency. It wouldn't make sense to have detectives sitting around stations waiting for heads to be brought in and we don't see him persuading detectives to take out books of movers, parkers and ANOVs. They aren't going to kidnapping suspects off the street and sweating them for info either due to civil rights litigation.
We can see the promotional list coming down though - that's about the only thing that is likely 100% true. If they had kept it up for eight more years we might have had a chance.
