This give-and-take in the comments seems genuine:

Big controversy between the city and ILEAS. It seems that when the burbs came into town to help during O'Bama's election that this being a preplanned event, ILEAS asked the Superintendent for indemnity. J-Fled stonewalled them all the way upto the election eve. The suburbs came in (thanks guys!)anyway.
The suburban mayors and village managers had a fit about this as their asses were out in the wind if one of their officers got hurt, shot someone, etc. Fool us once; They vowed that this will not happen again.
So during the preplanning for G8, CPD went to ILEAS and asked for help again. ILEAS said no problem but where is our indemnity? And whle your are at it, is there any hope and change money out there to cover OT, hirebacks, fuel, etc? The city backed off.
No reason to speculate further guys, this is the real deal.
-From someone who really knows - The above poster is absolutely correct! The City is balking at indemnifying reponding agencies that respond to the ILEAS activation. I send 10 of my guys, with 2 Sergeants and 7 vehicles(2 fully equipped SUV's with tactical gear) to the Presidents Election Night activation,without that indemnification, and trust me I heard about it from my bosses. Why? because it is/was the right thing to do. I also ate the approx $3k in OT,gas, meals etc out of my budget. We are all in this together, especially in the rough economy. Absent that idemnification I think the City will have a tough(er) time getting that type of response, and trust me you will need that and more with the upcoming Summits.
