McCarthy and Wysinger were bemoaning the lack of leadership from the brass at last week's CompStat meeting. In fact, during the last CompStat meeting the words "failure of leadership" and "failure of supervision" were used liberally throughout the meeting.
When you look at the current exempt ranks and realize that probably less than half among the entire lot actually earned a legitimate promotion, only an idiot would be surprised. These aren't leaders - they are political animals who have been catered to since they got on the job. Many of the current exempts never passed a test high enough to be promoted in rank order. That means they got a "merit" promotion to Detective, a "merit" promotion to Sergeant, a "merit" promotion to Lieutenant, there is no test for Captain/XO, and they continue the "merit" track becoming Commanders, Deputy Chiefs and Chiefs.
We'll also include those lucky folks who worked for the "Subject Matter Experts" developing the tests and then mysteriously scored in the top one percent.
Here's a bit of free advice for G-Mac - pull the promotional lists. See who has one, two, three, even four different "merit" promotions in their past. Then check the "top scorers" and see whom they were working for when the test was in development. Then ask why the hell these people are in charge of anything. G-Mac thinks the "merit" process is transparent and provides us with capable and deserving leaders?
Here's a prime example - the newly appointed commander of 015. Barb got merit promoted to Sergeant and Lieutenant. She served minimal time in District Law Enforcement. She's been in HQ units quite a bit of her career. Oh, and while a lieutenant at IAD, she ran a completely illegal First Amendment investigation involving covert surveillance of a number of individuals she believed to be running a blog on their off duty hours on their own computers in violation of Department Orders, a Federal Consent Decree and something known as the United States Constitution.
This is who the politicians want in a position of power in the Chicago Police Department? We suppose we should be happy though - the more salary she gets, the bigger the payoff for anyone suing her and the Department for her inability to live and operate within the rule of law.
