Comment Error

Evidently we didn't fix everything in the comment section and some 40 comments were inadvertently deleted.

So if you have left a comment yesterday afternoon, it may have gotten caught up in the purge.  Sorry about that - we are working on a fix.

Technical Difficulties

Blogger has gone and changed the platform again.  Not anything that the reader would notice very much, but the behind the scenes stuff is a wholesale revision of how we've run things in the past.  Evidently, Blogger wasn't serious when they said they were looking for suggestions to improve the blog functions as they pretty much suck.

We're having trouble moderating comments at the moment.  We're still able to post, but comments might be delayed for a bit.

Apologies to the readers - bear with us as we figure this all out.

Shaved on Hiatus

For reasons CrimeFile covers in this posting, Shaved has taken down his blog, his archives and will remain off line for the foreseeable future.

We fail to see where a non-government agency takes it upon itself to check on the activities of private citizens. It definitely hints at collusion between the government (Rahm) and a supposedly "non-partisan" organization.

There are already entities within the Department to investigate allegations of wrong doing (we should know - we have Barb West's illegal First Amendment investigation of this blog in our possession). For the BGA to wander into these waters has a decidedly chilling effect on things.

34.6 MILLION page views while leaving over 613,000 comments.

Once again, thank you. Without you, the readers, we are just yelling into the void. We hope to continue our enjoyable hobby and bring you entertainment, info and opinionated commentary.

Sporadic Posting

Obviously, every one's schedule is going to take a hit this coming week. That includes all of us here at SCC. Posting may be interrupted, off schedule, sporadic, whatever. We'll try to keep up and our retired members have offered to pitch in, schedule permitting.

Interesting Reads

Sorting through e-mails and checking out people with websites other cops might find interesting. Here's two:
  • Knottheadquarters - a CFD paramedic run site. He's recently speculated on CFD tactics in conjunction with SWAT and upcoming NATO events. Something we might be concerned with;
  • Photocopper - out of town cop posting some of the amusing things we all see on the streets at various times that no one else would believe if we told them. He's always looking for new material, but we'd recommend being familiar with Department guidelines before sending anything.

General Order 09-01-06

A new General Order was issued a few days ago of special interest to many of our readers as it's been discussed in the comment sections here and there. Shaved posted the text in its entirety and we've exchanged a few e-mails over the intent of the order. It seems pretty straightforward - a reiteration of existing rules and a backdoor attack on police blogs.

Sections I, II and III describe Purpose, Scope and Policy and make a Civics 101 observation we'll address later:
  • Department members have a constitutional right to express their views under the First Amendment. However, Department members may be subject to discipline for violating the provisions of this directive. Any social media participation made pursuant to a Department member's official duties is not considered protected speech under the First Amendment.
The bolded sentence is important. Remember it.

Section IV is where it gets interesting:
  • IV. Department Social Media Outlets

    A. Procedures

    1. All Department social media outlets shall be approved by the Superintendent or his or her designee and shall be administered by Public Safety Information Technology (PSIT).

    2. The use of Department computers by Department members to access any social media outlets is prohibited absent prior supervisory approval.

    3. Social media content shall adhere to applicable laws, the Rules and Regulations of the Chicago Police Department, and any relevant Department policies, including all information technology and records management policies.

    a. Department records retention schedules shall apply to social media content.

    b. Content is subject to Local Records Act (50 ILCS 205/1).

    c. Content must be managed, stored, and retrievable in compliance with the Illinois Freedom of Information Act (5 ILCS 140/1) and any relevant Department directives.

IV-A-1 pretty much covers the "Department social media outlets." That would be the Department Facebook account, ChicagoPolice.org and similar constructs. We don't know if the Department has a Twitter account, but we wouldn't follow it anyway.

IV-A-2 covers Department computers, none of which we use for our efforts.

IV-A-3a, b and c all apply to "Department social media outlets." Again, not our concern.

  • B. Department members authorized to administer Department social media outlets shall:

    1. conduct themselves at all times as representatives of the Department and, accordingly, shall adhere to applicable Department Rules and Regulations and Department directives.

    2. not make statements indicating the guilt or innocence of any suspect or arrestee, or comments concerning pending prosecutions.

    3. not post, transmit, or otherwise disseminate confidential information related to Department training, activities, or on-going investigations without express written permission.

    4. comply with all copyright, trademark, and service mark restrictions in posting materials to electronic media.

    5. not use personally owned devices to manage the Department's social media activities without proper approval.

    6. ensure that all relevant privacy protections are maintained.

All of Section B appears to apply directly to the previously mentioned "Department social media outlets" and this makes sense. In an official capacity, comments should be measured and not compromise investigations. Someone shouldn't go in front the media after a police shooting and make statements like "This officer shouldn't have been on the street" or "this shooting is questionable in nature" or words to that effect. Something like that could jeopardize an officer's due process or taint a jury pool or even put the City on the hook for tens of millions of dollars, right?

Section V gives us pause, however:

  • V. Department Members' Personal Use of Social Media Outlets

Here is where the Department once again attempts to regulate off-duty behavior. This is troubling because in Section III, the Department acknowledges the Constitutional Right and then attempts to walk all over it in Section V, conveniently forgetting that they previously stated it applies only to social media participation pursuant to official duties.

  • A. When using social media, Department members should be mindful that their communications become part of the worldwide electronic public domain. Department members should be aware that privacy settings and social media sites are subject to constant modifications, and they should never assume that personal information posted on such sites is protected or secure.

Um, duh? The internet is forever, as evidenced by that Saint Sabina recording where McStreetlights told everyone that guns are racist while he traipses through crime scenes getting brass stuck in his shoes. Phleger's webmaster tried to take that piece of video down but failed miserably.

  • B. Department members should expect that any information that they create, transmit, download, exchange, or discuss that is available online in a public forum may be accessed by the Department without prior notice.

We'll call this the "We are spying on you right now" section. For all you Facebook, Twitter, got-to-update-everyone people, the Department is watching some way, somehow. Maybe you didn't change all your security settings. Maybe you "friended" someone you shouldn't have. We have two stories about Facebook users who had their pages trolled by bosses. In one, the white shirt forwarded a funny photo to the commander in an attempt to get an officer in trouble, (this white shirt was investigated for his own blogging, by the way). In the other, the white shirt initiated a CR number against an officer for an another amusing photo (amazingly, this white shirt herself posted photos of a crime scene where a little boy got crushed by an airplane which subjected her to months of ridicule on the blog). Two-faced bosses undisciplined by the Department, yet free to run amok themselves.

  • C. Department members are prohibited from posting, displaying, or transmitting:

    1. any communications that discredit or reflect poorly on the Department, its missions or goals.

C-1 is the catch-all "Anti-Blogging Rule"

  • 2. content that is disparaging to a person or group based on race, religion, sexual orientation, or any other protected class.

C-2 is the "Shaved Rule"

  • 3. Department information, records, documents, video recordings, audio recordings, or photographs to which they have access as a result of their employment without the written permission from the Office of News Affairs or the Office of the Superintendent.

C-3 is "Crime Scene Photos Rule" or "Unauthorized Case Reports Rule" or "The Hitney Special Rule" (unenforced if you're heavy enough)

  • 4. any references to any other Department member's employment by the Department without that person's consent.

C-4 is the "Fight Club Rule"

  • 5. any intellectual property of the Department or the City of Chicago without the specific authorization of the Superintendent or his or her designee. Department or City of Chicago intellectual property includes but is not limited to logos, uniforms, official photographs, audio/video files, or any text documents (paper or electronic).
C-5 is the "You Better Type It Out By Hand Rule."

The only one of these that concerns us is C-1, and to that end we are waiving our rule to never speak of our members, our assignments, our work history in anything but the most general terms lest we provide Barb West and her ilk with a starting point for their next witch hunt.

To wit: One of our members recently retired from the Department. You may or may not have read their name in the FOP newsletter depending on how far behind they are. For all Department-related postings that involve photos, logos, audio/video files, and text documents, along with pointed commentary on the stupidity of policies, procedures and individual bosses who are public figures by virtue of being named Command Staff, they will post it on behalf of the readership.

Techical Notes

Comments numbering over 200 are still hidden due to a glitch beyond our control. There is a simple solution to read the hidden comments though it means a bit of work on our end:
  • If you submit a comment, the "older comments" button appears and you can scroll through everything that was previously hidden. To make it easier, just post something short, like a single "." and hit submit. The older comments will then appear for your reading pleasure and when we moderate everything, we'll just delete the "." comment.
The "Collapse Comments" "Show Comments" feature being disabled is again, a glitch beyond our control along with the all white screen that's irritating everyone. If you click the "time posted" instead of the "comments," the comments will appear on a blue screen, but without the ability to post a follow-up comment and then, only the current 200 comments without the chance to post a "." to read the rest.

It's screwed up, but it's e-Blogger messing up, not us.

Technical Notes

We've seen the questions about posts with over 200 comments - why do the oldest comments disappear and the comment section fail to have the "view older comment" button as in the past?
  • We have no idea and have been in contact with the blogger help staff to see if this is a problem unique to SCC or across the blogger network. No answer is forthcoming at this time.

We also saw a complaint about the new comment format.

  • It seem blogger has made some changes to their templates and again, we have nothing to do with it. We're haven't changed any of our template settings in over 6 years now, but blogger keeps upgrading and changing things. Some of it we can decline. Some we can't. It's a free service, so we can't really bitch about it.

The embedded "Scribd" link with the Police Memorial Week info is a massive file - 16 pages of .pdf information. You may notice the blog loading a bit slower for a couple of days until the post is driven further down the page. Blogger seems to having some technical difficulties tonight. The comments seem to be disappearing and not going to the published screen. This has happened before and they just spontaneously reappear after an overnight patch job.

Today's Posting

The three posts directly below this one were gleaned directly from the comments section. Somehow, it worked out that way, and as this is primarily a reader driven blog, it isn't surprising. Some of it may well be bullshit, btu we thought most of it was discussion worthy enough to make a series of posts about it, especially as it could (if true) affect each of us. Plus, it's easier to keep track of the "give-and-take" this way and follow the conversation instead of trying to track back a bunch of posts.

Back on Google?

Lots of advice and explanations and even a visit from Google themselves checking out what may have gone on a week or two ago.

If you search for "second city cop" on Google now, we appear in the top spot once again. We have no idea what happened. One day, we were on their results pages, the next day we had disappeared. We checked the various settings and altered a few as people advised and we'll see what appears and doesn't over the next few days.

Here's the thing - we never changed those settings in the first place. We've spent six years doing this, built up a decent following and created a fan base. This isn't some "flash in the pan" endeavor - our numbers have steadily risen every year and we've relied on word of mouth and other websites to grow, not gimmicks or plants or "google-bombing." We, with the help of each of our readers and commentators, built this place. Why would anyone, cop, citizen, media member or Google employee think we'd change a thing? That would be stupid to mess with what's worked for us here for six years. Maybe a glitch of some sort, but a deliberate action on our part? That would be beyond stupid.

We've taken a few other precautions as well. But thanks to everyone who e-mailed links, suggestions, hints, clues, and wrote to the media and Google themselves. We'll see how this shakes out.

Where Did We Go?

You can find almost anything you want on the internet via search engines. We don't understand all the dynamics behind it, but the big companies have specially designed "web crawlers" that scan billions of pages and categorize them according to popularity, providing users with wanted information.

Google is the biggest of these search engines, generating some $10 billion in revenue annually. The company and its founders are very liberal in their politics and donations. They've also run into criticisms, mostly from conservative sites, that they manipulate and hide data and have a decidedly anti-American bent to their main search page. Witness earlier this month on Labor Day where they placed a tiny American flag at the bottom of their site. All well and good except that they have huge interactive banners for all sorts of nonsense anniversaries (you can see them at this link here). They also caved into Chinese demands concerning their programming (The Great Firewall of China) and may have assisted in identifying "subversives" that Chinese authorities subsequently jailed.

Why do we bring this up?

Well, for some reason, if you type "Second City Cop" or "Second City Cop Blog" in a Google search box, guess what you don't get? If you said, "A link to this site," you'd be completely correct. In fact, we googled both phrases and couldn't find a direct link to this site in the first 50 results at all. Yes, there were mentions of the blog, but they were secondary links from other sites, like The Chicagoist, HillBuzz, Crimefile, Shaved, assorted news sites and pretty much anyone who has linked back to us over the past 6 years. Just last week, those first few pages were filled with direct links to SecondCityCop.

So what gives? This appears to be a concerted effort by someone to minimize the significance of the blog. We have no idea why a $10 billion-a-year company that purports to deliver information to the masses would take it upon themselves to blacklist a site that pulls in maybe 15,000 hits a day on a good day, but we can only assume that they have. Are we pissing off Rahm that much? Is Garry calling in favors? Has the wrath of J-Fled finally reached a peak that he can control the internet?

Backtracking a bit, it may have started around the time we supported Georgia's execution of a convicted cop killer - is this an example of Google's chilling effect on those of a more conservative bent? We support Second Amendment Rights and are avid fans of the NRA and like minded organizations. Could this have something to do with our political views?

We have no answers at this point, and no easy way to gather any. Maybe some of our readers want to poke around. We aren't going to hold our breath that the media might make something of this - they'd never lift a finger to help a blogger, let alone a conservative one. And Google is a private company that has caved in to Communist China. We don't particularly care as this doesn't affect us financially and our readers are smart enough to find us using competing search engines like Yahoo or Bing or something else. We still appear there in the top spots.

In any event, thanks to all who voted, spread the word, then voted again and again Chicago-style. We have no idea if CBS is going to release vote totals, but we appreciate each and every effort on our behalf, especially other police blogs who steered traffic our way, Shaved in particular.

We'd also like to thank our competitors. We benefited from a lot of repeat viewers, which doesn't detract from some of the other fine blogs nominated. You can find a lot of talent buried in the myriad of blogs that were nominated. Check them out at this link here for some very good reads and local attractions you might not otherwise hear about.

Supposedly, there is a prize involved - we believe it's some sort of gift certificate in the neighborhood of $50 or so. CBS also gets to use our likeness and such in advertising. Seeing as how that isn't likely to happen, we're going to make a formal request to donate the gift certificate or equivalent amount of cash to the Chicago Police Chaplains for use in their ministry. Thanksgiving and Christmas are coming and there are many among our number who need the helping hand that the Chaplains provide.
