Celebrations in 014 (UPDATE)

The psycho headcase nutball is out of 014?
  • Linda Flores is XO of Special Functions.
    New commander of 017..Ramirez
    Deputy Chief Leo Schmitz
    Lt. Johnson to IAD
    Lt. Stevens to 008
    Lt. Smith to 005
    Lt. Jones to 189.
So now we have a Deputy Chief running a district, a non-captain as a unit XO and 014 has no one in charge.

And McRahm'sPuppet still hasn't demoted a single individual during his entire tenure unless she was under Federal Investigation (LH).

UPDATE: Frank Valadez got 014 according to one source.  A boss who has actually been in a number of armed confrontations.  That'll be a complete 180 degree turn from what was running 014 before.

BIG CHANGES!

On a Monday no less:
  • Kennedy from 001 to Gang Intelligence
Graeber from Mass Transit to 001
Gorman from Gang Intell to 009
Jarmusz from 009 to Mass transit
    Staples from 017 to 012/013
Capt James (Mr. Personality) Jones from 005 to 020.
No word on who is going to 017 yet.

Lucy Moy moved to XO of Patrol Division.

Rumor is O'Grady from narcotics is out but probably just moved.
Anyone seen the official list?

UPDATE: All you anal retentive grammar asshats - if you read the comment section you would know this came from there.  We don't take responsibility for anyone's grammar/spelling but our own, which is atrocious enough at times.

Demotion? Or Lateral?

019, subject of the recent CompStat beatings lost their commander yesterday while he was on furlough.

Word is that he landed somewhere soft as XO, and the acting Commander is a previously Weis-demoted captain/Inspector/XO.

And last week's promotion to Commander of 018 fell through?

Anyone want to explain to the class? Because we're getting confused again.

UPDATE: And what's this rumor about an exempt about to get indicted? For what?

Command Changes

Shuffling the deck:
  • Mike Mealer moved to ERPS
    Ken Angarone moved to Intelligence
Duane de Vries promoted to Commander 018
    Lynette Helm moved to Administration
Glenn Evans promoted to Commander 003

Quite a few micro-managers moved out of spots where they were obviously in over their heads, demonstrating why political animals who have spend their entire careers sheltered at HQ should never be given free rein in District Law Enforcement.

Williams "Dumped"

A few weeks ago, Weis-inger told Gene Williams his head was on the chopping block. That Gene was incompetent in his current position of "Acting Chief of Patrol." Yesterday, the axe finally fell and Weis-inger took his promised vengeance on his rival.

Williams was named Chief of the Administrative Bureau.

Wow. Get called out in front of 200-plus of your fellow exempts, co-workers, underlings, politicians and others, then get promoted with a big bump in pay? It's like he's got "Anthony Carothers Syndrome" or something - take three or four weeks straight of verbal beatings at CompStat and get a higher rank and better pay.

Hey Al, can you belittle us and put our head on the chopping block?

Shakeup? Hahahahahahaha

A "shake-up" would mean someone actually got demoted for not doing their job. We have yet to see a demotion. In fact, wasn't the phrase "kicked upstairs" used by this administration to describe the "punishment" recently meted out to the former commander of 007 who couldn't answer simple questions at CompStat, even with two weeks notice of the material to be covered? We see a couple "kicked upstairs" moves on this list, too:
  • With Chicago suffering a 35 percent spike in murders this year, police Supt. Garry McCarthy announced a reshuffling of his command staff Friday, replacing commanders in five of the city’s 23 districts.

McCarthy also promoted three supervisors to deputy chief positions. He said the changes were made to “strengthen the department’s ongoing efforts to reduce violence” and create a “more efficient departmental structure.”

McCarthy promoted James Gibson as commander in the Morgan Park district; Lynette Helm in Grand-Crossing; James O’Donnell in Jefferson Park; Maria Pena in Marquette, and Barbara West in Austin.

A police spokeswoman said no district commanders were demoted to make way for the changes in those five districts. They replaced commanders who were promoted to other positions or retired, she said.

Right there, that kind of negates the claim of a "shake-up." And officially promoting someone who conducted at least one witch hunt in violation of Department Orders is some amazingly bad judgement.

And what's that? Murders up 35%? Sounds there ought to be quite a few demotions attached to that number: Now how about the Deputy Chief positions that were filled:

  • Kathleen Boehmer, former commander in the Town Hall district, was promoted to deputy chief of detectives.

Keith Calloway, former commander of detectives in the Calumet Area, was named deputy chief of the organized crime bureau.

Boemer and Calloway’s previous positions were eliminated in a department consolidation last month. McCarthy merged the Town Hall and Belmont districts and reduced the number of detective areas from five to three.

McCarthy also announced that Eddie Johnson, former commander of the Gresham district, has been promoted to deputy chief of patrol for the newly created Central Area.

And they still manage to claim "crime is down" in the article:

  • As of Thursday, there have been 114 murders this year in Chicago — up 35 percent compared with the same period last year.

But department records also show that, through March 18, overall crime has dropped 10 percent throughout the city compared with the same period in 2011.

That'll give everyone involved the opportunity to attempt to pretend that March didn't happen.

Cha-Cha-Cha-Cha-Changes

Via Shaved:

Silly question - why do we need TWO Deputy Chiefs of International Relations? And an Acting Deputy Chief of International Relations. That's three people reporting to whom?

And what the hell is International Relations? Is this the G8 spot? Looks like they're getting ready to blame an entire level of supervision shortly.

And it looks like, once again, no one got demoted. Amazing. McFluffernutter makes all sorts of threats and promises of accountability based on the Almighty CompStat, but we have yet to see even a single incompetent boss demoted for cause. No wonder these bozos are playing BINGO during meetings.

Exempts Quitting?

Two rumors:
  • Cmdr. Hargensheimer (spelling?), unhappy at being moved from Youth to 022, dropped his papers to leave;
  • Cmdr. McNaughton, unhappy at being moved from 016 to 008, put in his papers to leave in short order.

Anyone have info?

Who Has Been Dumped?

We're hearing rumblings about movement/dumps today. Anyone with info?

The Promised Changes (NOT!)

Did someone finally get it right? Our resident Jeanne Dixon's correct prediction percentage just climbed up to 7%:
  • Much to do about nothing. All the same names, all the same clout, all the same bulls*it!

    Leo schmitz lateraled to narcotics

ogrady lateraled to take Schmitz place in gang enforcement.

corruthers remains in place in 007.

Cmdr Kevin Ryan Commander of 018.

commander Angarone from 018 to commander of intelligence.

Gorman to remain commander of gang investigations.

Commander Kupczyk of 008 to be A/1 deputy chief.

Deputy Chief Wayne Guilliford lateraled to be deputy chief of organized crime.

Capt Dennis Walsh Promotion to Commander of 008th district.

    Patricia Walsh commander of 005.

Commander John Ball to be in charge of the new Stratigic Deployment Unit(SDU)(the old msf/tru).. which will not form until end of march 2012

so far that is all... will keep you informed of anything else.
So they're reforming SOS/MSF/TRU? And John Ball is coming out of retirement to run it? Wow.

Five-to-one says none of this is true.

UPDATE: Minor corrections. Whomever sent us the list didn't count the double in 005 and everything ended up off one number. They also left off the details to Units among the Inspectors. Those are in the comment section and we'll update the main page later.

XO Order

We've been perusing the "draft" order for the "XO Program." A bunch of changes, a bunch of questions. It seems to outline the elimination of the Captain rank, all out-of-grade for Lieutenants, Desk Sergeants being eliminated but a "District Station Supervisor" being named.

Who the hell comes up with this crap?

Changes Today?

Might be. Might not be either, but might be a preview of things coming up shortly:
  • Here's one for ya, per a very high ranking, un-named source, the order for Executive officers and Station managers will be out Monday.

All Captains will now be XO's and are basically an assistant to the Cmdr.

The Station Manager will be a Lt. and will be in charge of the watch and station operations during his/her tour of duty. If no Lt. is available the position will be filled by a Sgt. The orders thus eliminate the position of Watch Commander and, thus, eliminate the opportunity for Lt's to be paid out of grade pay for conducting W.C. duties.

Bonding officers will take care of bonding prisoners and taking reports at the desk.

Desk Sgt's are being eliminated and all Sgt's will be assigned to the street.

No word about Det's or the consolidation of the areas, but it was stated that there probably wouldn't be any promotion classes anytime soon.

Hang on tight boys, it's about to get rough.
We can see the grievances already being filed over some of this. And disaster written on the face of more.

Redistricting Coming?

We don't doubt that there is a wholesale plan to redraw all the beat boundaries at some point in time. The question is when does Rahm pull the trigger? Uptown Update has a clue to the future. Maybe. We're going to post the whole thing:
  • We received this from someone who wants to remain anonymous. We don't know how true it is. We trust this person has contacted the appropriate alderman about his/her concerns.

"I am a police supervisor who has been studying the department's proposal to consolidate police districts, specifically 19 and 23 come the first of the year. When that happens us Uptown residents will barely see a police car. Now, the 2 districts have a total of 18 beats. When consolidated, the new district will have only 15 beats, a loss of 3-6 officers per watch.

Uptown, now comprised of 3 police beats from 23, will become a single beat in the new district. This means a loss of 3 (on days) and 6 (afternoons and midnights) officers per day. And let's not even talk about the tactical teams who will now be working an area 3 times in geographic size.

All alderman should know, and the public too, that the mantra from the police brass that "buildings" don't police is a smoke and mirror job. The further a beat car is from its police station, the more downtime that car must have. Larger geographic districts increase response time. Imagine someone shot in Uptown. The beat car is down on an arrest and the nearest other beat car to respond is at Western and Irving. This WILL happen.

And please don't believe that ALL the police in 19 will be assigned to 23. If that happened, 23 would have the largest manpower contingent in the city - 400 some cops. That's more than in Englewood and Harrison, districts that lead the city in murders and violent crime. That will not happen. Trust me, if the consolidations go through, you will see a lot less cops on the streets.

Finally, our neighborhoods (Uptown, Buena Park, etc) built a brand new police station with a state of the art lock-up (jail) that has been CLOSED by the department. All prisoners from 23 go to Belmont & Western for processing. How senseless. And it is an increase in downtime for the officers who have to transport prisoners across a larger geographic area.

This will also occur on the near west side when 13 closes and the near south side when 21 closes. Closing a police station is a big mistake and all citizens should be complaining about it. And so should the aldermen. But they are not.

    - A cop who Lives in Uptown too."
Prices for homes around the local Dunkin Donuts and Starbucks just started climbing.

The Question Now is When?

Have they come out with a date for these closings? How is the manpower to be redistributed? Lockers, parking, watches, etc. There's a shitload of logistical stuff to be addressed in short order.

Also, which Areas are staying and going?

What about the Courts? The Motor Maintenance garage?

Command Changes (UPDATED!)

HQ sources telling us press conference today at Noon. No word on the total number of changes. Will update when possible.

UPDATE: These are the changes:

  • 006 District Commander Eddie Johnson to Area 4 Deputy Chief
  • Deputy Chief Wayne Gulliford from Area 4 to Area 1
  • Commander Eric Carter lateraled from 004 to 006
  • Deputy Chief Eddie Welch from Area 1 to IAD

The reorganization is 6 bureaus, each headed by a chief. The chiefs are:

  • Patrol: Ernest Brown
  • Detectives: Thomas Byrne
  • Organized Crime: Nicholas Roti
  • Internal Affairs: Juan Rivera
  • Administrative Services: Beatrice Cuello
  • Organizational Development: Brian Murphy

All Assistant Superintendents and Bureau Deputy Superintendent spots are eliminated.

Rumors Rumors Rumors

A bunch of stuff coming out of HQ Thursday:
  • Off Topic -Peterson put in his papers. Last day Aug 15th

  • Micheal Shields (the black one) is coming back from his extended leave of absence on 16 AUG 11 to take Peterson's spot!

  • Ernie Brown gone tomorrow 5 Aug 2011

  • Today's Comstat meeting was, in a word, BALLISTIC!
Carothers AND Welch were royally reamed a new ass today by McNutty; the meeting was actually STOPPED as McNutty called the A/1 Deputy Chief and the 007th Dist. Commander to his office 'for a brief private discussion.' Oh, to be a fly on that wall!

  • No more deputy supts or assistant supts.
We could certainly use a culling of the useless layers of mid-level exempts. We'd guess that something is definitely in the works as we haven't seen this many hints, clues, rumors and leaks in quite some time. We'll update if we hear of anything happening.

UPDATE: A lot of comments saying Gulliford moved from Area 4 to Area 1 and Welch was demoted.

R.I.P. MSF/TRU

It's official:
  • The Lodge has finally been given information regarding the fate of the MSF/TRU Officers that were detailed to various District Law Enforcement Units. The MSF and TRU will cease to exist on change day, August 18, 2011

Recognized vacancies will be posted by the Department on Friday, July 29. These openings will likely be in Districts 003, 004, 005, 006, 007, 008, 011, and 015. A very limited number of openings in Northside Districts may be made available. MSF/TRU Officers may participate in this round of bidding. Those MSF/TRU Officers who participate and are successful bidders will be locked into these bids for one-year period.

  • This is the reward for these Officers who exhibited professionalism and a dedicated work ethic in areas that most officers would prefer not to work. Please keep this in mind when the Department offers another opportunity to work in another non-bid unit. The risks outweigh the rewards.
The countdown to a new citywide deploy-able non-bid unit begins in 3....2....1....

Late Night

Late start to the blogging day for reasons beyond our control. Bear with us as we settle in.

So, how about all those rumors about those command changes coming this Friday? Are Areas One and Two about to get a makeover? And what units are getting streamlined?

Upcoming Dumps?

Start the countdown clock!
  • Word is that the Supt. once again jumped all over Carrothers about crime in 007 at yesterday's ComStat meeting, and even informed other Exempts in attendance that Carrothers was an example of "how NOT to be a leader."
How bad was it?
  • I think this will be the test if McCarthy has the power to make a real change in CPD:
At the first Compstat meeting 007 District Commander Carothers was a mess. He couldn't put a sentence together to save his life, and he didn't have the basic info about homicides that commanders were told to bring. However that was the first meeting for everyone under the new Supe, and it was understood that it would serve as an example and everyone gets a next chance.

At Thursday's Compstat meeting Carothers was asked the EXACT SAME QUESTIONS as the first meeting. He was COMPLETELY UNPREPARED. When an LT tried to bail him out McCarthy screemed that Carothers needed to answer himself. When he couldn't he WALKED OUT. The Deputy Chief ran out after him. McCarthy screamed at DTEB to go get both of them. If Carothers doesn't get returned to his "merit"-lieutenant rank by Monday, it is official-business as usual, and any exempt changes will lack any moral authority.
Well, when you've been "merit" promoted your entire career, and your last promotion was a reward for your brother keeping his mouth shut at trial after wearing a wire at the City Council for months, it's probably safe to say you really have no leadership skills.

In any event, expect exempt movement shortly. And based on the above narrative, someone is already on the chopping block. Will Rahm permit the axe to fall?
