- Word is that the Supt. once again jumped all over Carrothers about crime in 007 at yesterday's ComStat meeting, and even informed other Exempts in attendance that Carrothers was an example of "how NOT to be a leader."
How bad was it?

At the first Compstat meeting 007 District Commander Carothers was a mess. He couldn't put a sentence together to save his life, and he didn't have the basic info about homicides that commanders were told to bring. However that was the first meeting for everyone under the new Supe, and it was understood that it would serve as an example and everyone gets a next chance.
At Thursday's Compstat meeting Carothers was asked the EXACT SAME QUESTIONS as the first meeting. He was COMPLETELY UNPREPARED. When an LT tried to bail him out McCarthy screemed that Carothers needed to answer himself. When he couldn't he WALKED OUT. The Deputy Chief ran out after him. McCarthy screamed at DTEB to go get both of them. If Carothers doesn't get returned to his "merit"-lieutenant rank by Monday, it is official-business as usual, and any exempt changes will lack any moral authority.
Well, when you've been "merit" promoted your entire career, and your last promotion was a reward for your brother keeping his mouth shut at trial after wearing a wire at the City Council for months, it's probably safe to say you really have no leadership skills.
In any event, expect exempt movement shortly. And based on the above narrative, someone is already on the chopping block. Will Rahm permit the axe to fall?
