This just in. . .
Apparently the Superintendent has decided that black vest covers are not a good thing, and is going to restrict them to being worn underneath the shirt.
In his opinion, offenders are aiming for head shots when firing at police because they know the officers are wearing bullet proof vests. He apparently had this ephipeny on the scene of the 011th District shooting this past week.
At the Compstat meeting, he opened the floor to discussion of the matter. It was reported that Cmdr Kennedy nearly jumped out of his seat to agree with McStupid. Once Kennedy broke the ice, a plethera of other exempts also agreed with his finding. The only exempt to disagree (in a nice way) was Leo Schmitz.
The Superintendent then concluded that he will discuss the matter further in committee, but it appeared that his mind was made up. No more wearing of the vests over the shirt. Expect the order to come down shortly.
Interestingly, he didn't even think of the possibility that exterior vest covers help to protect against "friendly fire" against plain clothes officers, in that they are readily identifiable to other officers arriving on the scene.
This would appear to be a "distraction" of some sort, designed to rile up the rank-and-file for no apparent purpose while something else is going on. Continue the ongoing discussion of this alleged event, but also, what's going on in the background?
