Upgrading Charges

ASA facing upgraded charges for drunken antics:
  • The Cook County prosecutor charged with biting a worker outside a Lakeview lingerie store is about to be in even more trouble.

    Her misdemeanor battery case was dropped today, but FOX 32 News has learned the Attorney General plans to file new, more serious charges against Sarah Naughton in the next several days. Naughton's misdemeanor battery trial was scheduled for today, but was dropped after a last minute move by the Attorney General's office, which is handling the case since Naughton works for the Cook County State's Attorney's office.
And wonder or wonders, a Chicago aldercreature is sticking his nose into this one, trying to help out the unfortunate drunken prosecutor:
  • The story gets even more bizarre, with a voicemail Thomas got from Ald. Tom Tunney (44th Ward) just days after Naughton's first appearance in court.

    After making some small talk about a local construction project impacting Thomas's store, Tunney says this:

    "The world is too small and I've got a friend of mine that I went to high school with is an attorney for that Taboo Tabou case with the state's attorney. It's really a delicate situation for the young woman, and I understand that you've been at court with Fox News or something like that." Tunney said on the voicemail "My only suggestion is, let's try to help the person. She obviously had a bad night. We don't need to continue her (to hurt her) dignity about this issue. So, let the court do what the court's supposed to do, and please, we don't need to have the theatrics around this issue. It doesn't help your business."
The store owner had Tunney on tape.  Amazing what passes for intelligence around these parts some days.

    "Code of Silence" Stands

    • A federal judge Thursday turned down a city request to set aside a jury judgement that a “code of silence” in the Chicago Police Department played a role in the video taped beating of bartender Karolina Obrycka by police officer Anthony Abbate.

      The city said it would still pay the full $850,000 in damages a jury awarded to Obrycka, but had asked the court to vacate the judgement so it would not set a precedent for potential future lawsuits against the city.

      City attorneys had claimed the jury verdict was not clear and that the precedent set by it would be of little value in future cases.

      But Judge Amy St. Eve in her decision noted that when the city had a chance to settle, it decided to pursue the case, calling it “a matter of principal.”
    So this means one of two things:
    1. The city will now have to spend millions more dollars defending the supposed "Code of Silence" each and every time it's brought up in court.....OR
    2. enact real reforms, end the covering for the connected clout babies and actually put qualified people in the spots that they are capable of managing.
    Since this is Rahm and the democrats running the show, expect Option #1 - it isn't their money that they're spending.

    Whut Guys? Deez Guys?

    • Mayor Rahm Emanuel brushed aside allegations Tuesday that the owner of a company awarded a $99 million O’Hare Airport janitorial contract was the longtime business partner of a man with ties to organized crime.

      “We had a competitive process. This company won and they’re now offering jobs to the other [union] workers to also work for them at the airport doing the janitorial services,” the mayor said.


      “I would note that that same company has a number of contracts with high-rises downtown in the city of Chicago with SEIU [Service Employees International Union]. So, there’s a fuller story, a more complete story. There’s more than just one side to this story.”
    Business as usual.  Unions, politicians, the Outfit.  Who would've guessed?

      Anita Looking Bad

      The person who comes off looking the worst in the entire Koschman affair seems to be recently re-elected Cook County States Attorney Alvarez.  The Sun Times investigation is damning:
      • The indictment marks a stunning swing in a case that current and former police officials and prosecutors had insisted didn’t merit criminal prosecution.

        “There’s no basis for criminal charges,” then-police Supt. Phil Cline said in May 2004.


        But, facing new questions about the case, the police reinvestigated last year, again declining to seek charges. They said Vanecko — who never spoke with investigators — acted in self-defense.


        “Absent evidence that would enable us to prove guilt beyond a reasonable doubt, there is not a good-faith basis to bring charges,” Sally Daly, Alvarez’s press secretary, said last year


        The judge didn’t buy it.


        “The system has failed” Koschman, Toomin said in April when he granted the request by Nanci Koschman for a special prosecutor.


        The judge ripped “the fiction of self-defense” that he said was “conjured up by police and prosecutors,” and he questioned why Vanecko wasn’t charged.
      And this:
      • Acknowledging those discrepancies and under fire for not being able to find any files on the Koschman case from her office’s involvement in 2004, Alvarez asked the Illinois State Police to investigate the police department’s handling of the case. “I think there should be an independent police investigation,” Alvarez said.

        At first, the state agency agreed. Then, it got a new boss: Alvarez’s chief deputy, Hiram Grau, who had been a deputy superintendent with Chicago Police Department at the time of Koschman’s death, in charge of the department’s detectives. And the state police quickly reversed course and declined to get involved.
      Imagine that - Grau shitcanning the State Police investigation after he was working for Anita and before that, in charge of the Chicago D-Unit.  Hmmmm.
      • The petition went on to say: “Despite . . . witness statements, the 2004 Chicago police investigation was closed without charges in part because the police claimed to be unable to determine the identity of the person who had thown the fatal punch. Such a blatant failure to connect the dots has the hallmarks of an investigation governed by politics, not professionalism.”

        And it singled out Alvarez —
        who now was arguing that she should oversee any new investigation, even though she had declined to step in earlier — for criticism: “Despite the suspicious circumstances surrounding the Koschman investigation, Alvarez has publicly defended the work of the Chicago police and the Cook County state’s attorney’s felony review unit, insisting to Sun-Times reporters that there was insufficient evidence to charge Vanecko.
       So after calling for a State Police investigation, then her former deputy scotches the whole thing, she then demands to oversee the investigation?  What manner of bi-polar office is Anita running?  Judge Toomin fires a final broadside:
      • “Upon being apprised that Koschman met his death at the hand of an identifiable and known assailant, one might reasonably anticipate that law enforcement officials would bring the offender before the bar of justice.”

        Instead, though, Toomin said Alvarez "seems consumed with finding legal justification for Vanecko’s use of deadly force."
      That would be the job of the defense attorney, something Vanecko never had to provide for since Anita was running interference for him from her office.

      And she got an FOP endorsement after all this.  Amazing.  How about we rescind it?

        Breaking - Vanecko Indictment

        Still a long way from a conviction, but good news for the moment:
         Eight years late, but some comfort to his mother.

        Surprise...NOT!

        • Attorney Sladjana Vuckovic was acquitted tonight of charges she improperly gave her personal cell phone to a client who was being questioned in the murder of a Chicago police officer.

          A Cook County jury deliberated a little less than three hours before acquitting Vuckovic of two counts of bringing contraband into a penal institution.
        Officers of the court know better that to do what this bottom-feeder did.  Or at least they're supposed to.  It is amazing how the only people held 100% responsible for their every single action and can never even plead "human error" to anything are the police.

        Former Commander to Reveal All?

        This might be a very large problem and ties into everything that has been said for years about one set of rules for the clouted and one for the peons:
        • Three weeks after two police officers sued the Chicago Police Department, claiming they were outed by superiors even as they conducted an investigation of police corruption, a veteran investigator from the department’s internal affairs division came forward Tuesday, backing their story.

          That investigator, a former IAD commander who asked that NBC Chicago withhold his identity, said he had direct knowledge of the investigation by officers Shannon Spalding and Daniel Echeverria, which led to the arrest of fellow officers Ronald Watts and Kalatt Mohammed.


          Watts and Mohammed were accused of shaking down drug dealers, but Spalding and Echeverria said the investigation was compromised before its conclusion, as their identities were revealed and they were virtually blackballed within the department.


          Asked if he believed the investigation would have led to evidence of wrongdoing by more officers, the former IAD official left no doubt.


          "Absolutely. I’ve seen the pictures," he said.
        Pictures?  Code of Silence?  Blackballed?

        Hello Federal Oversight.....you've been a long time coming.

          CeaseFire Useless 5 Years Ago

          The State of Illinois had an auditor look into CeaseFire's claims.  Guess what they found?
          • The scoop in Tuesday's Chicago Sun-Times by police reporter Frank Main about the effectiveness of CeaseFire isn't the first time such questions have been raised about the group.

            Five years ago, Illinois' top auditor questioned what exactly taxpayers were getting in return for millions of dollars in state funds that were invested with CeaseFire.


            A 2007 report by Auditor General William Holland scrutinized $13 million in state spending on CeaseFIre and concluded no state standards existed to measure the group's anti-violence work.


            On Tuesday, Main reported that after more than three months into a $1 million contract with the city, a ranking police source said the anti-violence group has "no significant success stories." The group disputed that claim, insisting it had made a dent in crime in the areas covered by the city's new anti-violence pilot program.
          We're going to take issue with the Sun Times calling this a "scoop" seeing as how nothing has changed in the five years since Auditor William Holland found there were no measurable standards after Illinois burned through $13 million taxpayer dollars.

          But that didn't stop Rahm from shoveling another million their way with no reporting standards nor it would seem, expectations of results.

          Mrs. JJJr Under Investigation

          • Jackson, who reportedly has been under investigation by federal prosecutors for possible misuse of campaign funds, has been on a leave of absence from Congress since June, but was re-elected last week despite his legal and medical troubles.

            Meantime, according to the Wall Street Journal, federal prosecutors in Washington, D.C., have expanded their investigation of the congressman, and are now also looking at his wife’s conduct.


            WBBM Newsradio’s Regine Schlesinger reports, according to the Wall Street Journal, sources familiar with the investigation said prosecutors are reviewing evidence Jackson’s wife, Ald. Sandi Jackson (7th), might have been complicit in the misuse of campaign money to decorate their home.


            The Journal reports prosecutors have made no decisions about pursuing charges against Ald. Jackson.
          You have to wonder if that open microphone that caught Jesse Sr. threatening to remove portions of then-Senator Sparklefarts anatomy may have directly contributed to the direction of this investigation.  What better revenge than sidelining Jesse Sr, jailing his son and removing any chance of his daughter-in-law holding further public office, except at the whim of Obama?  It's so very Chicago at heart.

          Jail Time?

          • U.S. Rep. Jesse Jackson Jr. may serve time in prison under a plea deal that is being negotiated, CBS 2 is reporting.

            As part of the deal being negotiated by former U.S. Attorney Dan Webb, Jackson would resign his post citing health reasons, plead guilty to misusing campaign funds, repay the campaign funds used illegally and he would possibly serve time in prison, according to the report.
          Probably what? Six months?  And a pardon to clear his name in 2016?

          Anyone feel like betting on that one?

          JJJr Facing Prison?

          • Sneed has learned U.S. Rep. Jesse Jackson Jr., who handily won re-election Tuesday despite a lengthy stay at Mayo Clinic for depression and bipolar disorder, is in the midst of plea discussions with the feds probing his alleged misuse of campaign funds.

            “No one has pled guilty, but plea discussions are ongoing,” said a top Sneed source, who said Jackson is still undergoing treatment at Mayo Clinic.


            Sneed is also told Jackson, who returned to Mayo Clinic after undergoing outpatient treatment in the seclusion of his home in Washington, D.C., is not only being investigated for allegedly using campaign funds to decorate his Washington home — but also Sneed hears he may also have used campaign funds to buy a $40,000 Rolex watch as a gift for a female friend.
          Anyone who thinks the Chicago media didn't delay or bury this story for weeks, maybe even months prior to the election is a moron.  We had rumors in our comment section for the past few weeks that JJJr was negotiating with the feds and the Mayo hospital stay was merely cover for this scandal.  

          We know the media reads this site,  None of them could have looked around?  Given voters the chance to cast their ballots based on this info? Oh, but that would deny Madigan, Quinn and/or Rahm the chance to appoint a US Representative that they could control.

          The media is part and parcel of the problem in Illinois.  They fail to do their duties as "watchdogs" day in and day out.  This is merely the most glaring and obvious example.

            Bad Day All Around

            Are contract negotiations coming up or something?  In addition to the ongoing "Tow Scandal," we saw these stories today:
            • A former Chicago police officer was sentenced to 18 months in federal prison today for using his police muscle to extort protection payoffs from heroin and crack dealers in the Ida B. Wells public housing complex.

              Kallatt Mohammed, 47, remained defiant at his sentencing hearing, telling U.S. District Court Judge Sharon Johnson Coleman he was following the orders of his superior officer in order to be granted time off to visit his children in Ohio, not because he was interested in the cash.
            • Federal officials say they have foiled a grisly extortion plot involving two former police officers -- one of them released from Death Row nearly 15 years ago -- who plotted to abduct and dismember a man they believed had access to large amounts of cash from real estate holdings.

              Steven Mandell, 61, of Buffalo Grove, and Gary Engel, 61, of Homer Glen, are charged with attempted extortion and conspiracy to commit extortion. Mandell had been sentenced to death for murder and kidnapping but his case was overturned in 1998.


              Mandell, formerly known as Steven Manning, was a Chicago police officer for about 10 years until 1983. Engel is a former Willow Springs police officer.
            Manning hasn't been a cop for almost 30 years, but it's right there in the headline.

            And then there's the continuing Abbate crap with the bartender set to take the stand next week.

            JJJr in More Trouble

            • The snowballing troubles of Jesse Jackson Jr. took a new turn Friday with the revelation that federal investigators have launched a probe into “suspicious activity” in the South Shore congessman’s finances.

              Focusing on a completely new area of scrutiny for the son of the famed civil rights leader, the investigation is not related to former Gov. Rod Blagojevich’s attempted sale of a U.S. Senate seat, a scandal that has ensnared Jackson in the past, sources told the Chicago Sun-Times.


              Rather, the probe — based in the Washington, D.C., FBI field office —is focusing on “suspicious activity” involving the congressman’s finances related to his House seat and the possibility of inappropriate expenditures, the sources said.
            And he'll still probably win reelection in three weeks despite not having run a campaign at all.

            People Are Still Taking Money?

            Allegedly.

            This one doesn't sound good:
            • A Chicago police officer was arrested today on suspicion of accepting a bribe of several thousand dollars in exchange for fixing a traffic case, according to sources.

              The 45-year-old is assigned to the Southwest Side’s Ogden District and works as a field-training officer who instructs rookie cops fresh out of the police academy.

              City records show he is an 18-year veteran of the department.
            Eighteen years? And an FTO? Look for the entire "screening process" to be called into question. And anyone trained by this guy? Well, hope you like answering questions...a lot of questions.

            This is Becoming Normal

            Deciding what's best for your business means staying out of Illinois:
            • If anyone in Chicago or Springfield still denies that this state's sorry record of corruption and taxpayer debt is costing Illinois excellent jobs, take it from billionaire Nassef Sawiris.

              The University of Chicago grad heads a global firm, Orascom Construction Industries, the biggest company in Egypt. He has set out to build a giant new plant to make fertilizer from natural gas in America's agricultural heartland.

              Illinois and Iowa competed aggressively for the $1.4 billion project, which will create hundreds of precious, stable, good-paying jobs. Both states offered lavish incentives.

              In the end, Illinois came up with the better package, according to Sawiris. Its tax code, tax rebates and the other breaks it offered were "financially superior" to the package proposed by Iowa, he said. Besides, Sawiris confided, he feels a sentimental attachment to Illinois, thanks to the education he received at Chicago.

              Nevertheless, he chose Iowa for his investment, at a site just four miles from the Illinois border.

              Why? Regular readers of this page already know the answer. Illinois is broke, with some $200 billion in debts and unfunded obligations. Any employer who locates here essentially volunteers to help pay for yesterday's excessive spending and reckless promises. What's more, many public officials have besmirched Illinois' reputation with their criminal activity. So convincing a shrewd and sophisticated multinational firm to invest long term in Illinois is a tough sell.

            Go read the entire article. Iowa has a lot of fun at the expense of Illinois, including pointing out that just about all of their ex-governors aren't in prison. But what isn't fun is the sheer numbers of companies relocating just outside of Illinois borders in Wisconsin and Indiana or even the long distance campaigns of places like New Jersey and other states to lure away Illinois employers.

            At the moment, Illinois seems doomed to join its "rust belt" sister states in term of manufacturing. And unless something changes quickly, it risks becoming a technological and tourism desert as well.

            Another Opening

            Another corrupt assholes gone shortly:
            • A veteran Chicago police officer pleaded guilty in federal court today to stealing thousands of dollars from an undercover FBI informant who he thought was working for drug dealers.

              As part of his plea deal, Kallatt Mohammed, who was a tactical officer in the Wentworth police district, also admitted that in 2007 and 2008 he and Sgt. Ronald Watts extorted protection payoffs from heroin and crack dealers in the Ida B. Wells public housing complex.

              Watts, who was also charged in February with Mohammed, has pleaded not guilty to the federal charges.
            Once again, good riddance.

            Tick Tock, Tick Tock

            Nervous yet Eddie?
            • A federal grand jury has demanded that a City Council committee led by a powerful alderman turn over records related to a program that last year alone paid out $115 million to disabled city workers, according to documents obtained by the Tribune.

              Prosecutors sent subpoenas to the Finance Committee long led by Ald. Edward Burke, 14th. The Aug. 3 request asks for access to a host of records related to the "duty disability" program.

              The subpoenas were issued about one week after city Inspector General Joseph Ferguson, a former federal prosecutor, announced that Burke's committee had rebuffed his attempts to obtain many of the same records.

            So is Ferguson psychic? Or is he working with the Feds already? And is Ed about to join the long list of embarrassments who have spent or will spend time in prison?

            Another Mole Gets Tape

            Well lookie here:
            • The dirty deal went down just before Christmas 2010 in the car of a Bridgeport developer, the feds say.

              Inside the car were Joseph Mario Moreno, who had just been voted out of his job as a Cook County commissioner, and Michael DiFoggio, a Bridgeport developer who — from all appearances — wanted a garbage transfer station to be located in the Town of Cicero and was willing to cut a few corners to do it.

              Just months before, Moreno had been appointed to a Town of Cicero local business assistance committee by Cicero President Larry Dominick. It was a plum appointment that came with free health insurance.

              Moreno wanted more, though, authorities allege. He was willing to assist DiFoggio to get what he wanted from the Town of Cicero — but at a price, federal prosecutors allege.

              Inside his car, DiFoggio passed an envelope to Moreno, allegedly containing $5,000 cash.

              DiFoggio even had better news for Moreno, telling him that another $5,000 was on its way, the feds allege.
            Bridgeport, wires, Outfit connections, private clubs.

            This one could be good....very good.

            Family Corruption

            Gee, who would have guessed that a family member of Aldercreature Burke was under investigation?
            • College tuition waivers awarded by a member of one of Chicago’s best-known political clans are under criminal investigation by a federal grand jury probing possible abuses in the state’s soon-to-be-dismantled legislative scholarship program.

              The grand jury in Chicago subpoenaed State Rep. Dan Burke (D-Chicago), brother of Ald. Ed Burke (14th) and brother-in-law to Supreme Court Justice Anne Burke, making the veteran House Democrat at least the third known current or former lawmaker whose waivers are being probed by the feds.

            Any way to connect him with his brother? Maybe someone who received a scholarship?

            Ex-Politicians Arrested

            • Former Cook County Commissioner Joseph Mario Moreno and ex-Chicago Ald. Ambrosio Medrano have been charged with bribery, federal officials said today.

              Moreno, who was first elected to the County Board in 1994 but lost re-election in 2010, was charged with allegedly taking a $5,000 payoff in connection with a waste transfer station in Cicero. He was also linked to a bribe scheme involving the sale of bandages to Stroger Hospital and other public hospitals, authorities alleged.

              Medrano, who was convicted of bribery as an alderman in the 1990s, was charged with offering a bribe to an undercover informant while working as a staff member for Moreno.
            So do we get to count Medrano twice in the "convicted aldercreatures" column?
