Governor Daley?

  • Former White House Chief of Staff William Daley talked a lot about a lack of “leadership” in Illinois government Thursday as he continued to mull a run for governor in 2014.

    “I am thinking about it seriously. We are a way’s off [from the next gubernatorial campaign],” said Daley to applause from a packed house at a City Club of Chicago luncheon.
What, Lisa Madigan suddenly decided to drop out?   Not enough meat left on the carcass of Illinois to interest her or her daddy?

Quinn "Most Unpopular"

  • With only one in four Illinois voters approving his job performance, Gov. Pat Quinn is the least popular in the country and would lose in head-to-head pairings against two of three Republicans eying his job in 2014, a newly commissioned survey found Thursday.

    Just 25 percent of voters in Illinois approved of the work Quinn is doing, while 64 percent disapprove, the Democratic-leaning Public Policy Polling firm found. That level of support made him “the most unpopular governor [it] has polled on anywhere in the country this year,” the polling firm said.


    If a general election were held today, Quinn would lose to state Sen. Kirk Dillard (R-Hinsdale) by a 44 percent to 37 percent and to state Treasurer Dan Rutherford by a 43 percent to 39 percent margin, the firm reported.

You know what this mean? Primary Battle!
  • Beyond measuring how Quinn might match up against potential Republican opponents, the Public Policy Polling survey also showed the governor is vulnerable in a primary, though no Democrat has stepped forward and openly declared he or she is planning to take on Quinn in 2014.

    The firm found that Quinn would trail Bill Daley, the ex-U.S. Commerce secretary and former Mayor Richard M. Daley’s brother 37 percent to 34 percent, and the spread would be even wider if Attorney General Lisa Madigan took on Quinn, the firm said.


    In a hypothetical matchup, Quinn would trailer her by a 64- to 20-percent deficit.

This of course, is what Madigan has been grooming Lisa for for years - The King of all Thieves leaving everything to his daughter. That way Madigan succeeds where Shortshanks failed (at least so far).

JJJr in More Trouble

  • The snowballing troubles of Jesse Jackson Jr. took a new turn Friday with the revelation that federal investigators have launched a probe into “suspicious activity” in the South Shore congessman’s finances.

    Focusing on a completely new area of scrutiny for the son of the famed civil rights leader, the investigation is not related to former Gov. Rod Blagojevich’s attempted sale of a U.S. Senate seat, a scandal that has ensnared Jackson in the past, sources told the Chicago Sun-Times.


    Rather, the probe — based in the Washington, D.C., FBI field office —is focusing on “suspicious activity” involving the congressman’s finances related to his House seat and the possibility of inappropriate expenditures, the sources said.
And he'll still probably win reelection in three weeks despite not having run a campaign at all.

Quinn Failing...Still

Once again, the people are unhappy with their choices, when even the simplest research and paying attention would have saved them from this ass:
  • Shortly after winning his first election as governor almost two years ago, Gov. Pat Quinn declared his razor-thin victory a "mandate" from voters, but a new Tribune/WGN-TV poll shows growing impatience with his stewardship of state government.

    The Democratic governor's job approval rating stands at 26 percent. The survey found that dissatisfaction with Quinn extends across all age, income and ideological groups, the suburbs and especially Downstate. African-American and city voters narrowly approved of Quinn's job performance, but even then, support did not reach a majority.


    The latest poll results could provide added impetus for other Democrats to consider challenging Quinn for governor in the 2014 primary, where filing begins in little more than a year. Only 4 in 10 respondents who say they are Democrats supported Quinn.
The problem isn't just Quinn - it's the entire Illinois political combine, dominated by democrats like Quinn, Madigan, Daley, etc.  They can throw any moron in the big chair, but the calcified dinosaurs running the show are still going to hamstring the process and bastardize it to enrich their connected friends. The actual reformer-outisder doesn't have a chance.  Look at the last three elections for Governor here.  It's ridiculous.

    This is Becoming Normal

    Deciding what's best for your business means staying out of Illinois:
    • If anyone in Chicago or Springfield still denies that this state's sorry record of corruption and taxpayer debt is costing Illinois excellent jobs, take it from billionaire Nassef Sawiris.

      The University of Chicago grad heads a global firm, Orascom Construction Industries, the biggest company in Egypt. He has set out to build a giant new plant to make fertilizer from natural gas in America's agricultural heartland.

      Illinois and Iowa competed aggressively for the $1.4 billion project, which will create hundreds of precious, stable, good-paying jobs. Both states offered lavish incentives.

      In the end, Illinois came up with the better package, according to Sawiris. Its tax code, tax rebates and the other breaks it offered were "financially superior" to the package proposed by Iowa, he said. Besides, Sawiris confided, he feels a sentimental attachment to Illinois, thanks to the education he received at Chicago.

      Nevertheless, he chose Iowa for his investment, at a site just four miles from the Illinois border.

      Why? Regular readers of this page already know the answer. Illinois is broke, with some $200 billion in debts and unfunded obligations. Any employer who locates here essentially volunteers to help pay for yesterday's excessive spending and reckless promises. What's more, many public officials have besmirched Illinois' reputation with their criminal activity. So convincing a shrewd and sophisticated multinational firm to invest long term in Illinois is a tough sell.

    Go read the entire article. Iowa has a lot of fun at the expense of Illinois, including pointing out that just about all of their ex-governors aren't in prison. But what isn't fun is the sheer numbers of companies relocating just outside of Illinois borders in Wisconsin and Indiana or even the long distance campaigns of places like New Jersey and other states to lure away Illinois employers.

    At the moment, Illinois seems doomed to join its "rust belt" sister states in term of manufacturing. And unless something changes quickly, it risks becoming a technological and tourism desert as well.

    Casino? What Casino?

    • Gov. Pat Quinn all but slammed the door Monday on signing gambling-expansion legislation that passed last week, saying it “contained a lot of loopholes that are not good for the people.”

      “I wouldn’t hold your breath on getting that bill signed,” the governor told reporters Monday morning during an appearance in Northbrook.

      The measure that passed before a legislative deadline last Thursday would authorize a Chicago casino, along with four others in Lake County, the south suburbs and Downstate.

      It also would permit slot machines at racetracks and expand the number of gambling positions at existing casinos.

    Anyone have any idea what Quinn is hoping to accomplish by playing "bad cop" to Rahm's "fuck the unions, I'm going to D.C" stance?

    Springfield Does it Again

    • Legislation aimed at bolstering funding for state parks by increasing license plate fees by $2 and charging fees to out-of-state users of state parks was approved by the Illinois House tonight and moves to the Senate.

      The measure also would charge users of off-highway recreational vehicles; charge an entrance fee to the Illinois State Museum in Springfield; allow fees to be placed on using a public beach, bike trail or equestrian trail; and increase registration fees for motorized watercraft.

      Sponsoring Rep. Frank Mautino, D-Spring Valley, said the measure would raise $15 million in its first year and $32 million in later years for the Department of Natural Resources, which has seen major funding cuts in recent years.

      The bill passed on a 61-56 vote. It would bring the base license plate fee for cars to $100 a year, from the current $98.
    Illinois - leading the way in taxing themselves out of existence.

    Dumb Law to be Fixed

    • In the wake of the NATO summit, the Illinois House approved legislation Tuesday that would allow citizens to record a police officer who is on duty and in a public place.

      The vote represented a key moment for a bill aimed at fixing a state law deemed so unfair that Chicago announced it would not be enforced during the summit, a move made as the city ramped up for NATO and for the protesters who would hit the streets.

      Chicago police Superintendent Garry McCarthy previously has said he supports letting people record the police and vice versa. Pressure for change also comes from multiple court rulings that the eavesdropping law violates the First Amendment...

    This is what happens when you keep electing morons to the legislative branches of government - bad law and backtracking, not to mention the cost of defending, and then losing, numerous lawsuits.

    You know....like the beating Chicago has, is and will be taking fighting Second Amendment lawsuits.

    See Ya Rod

    • Flanked by his wife Patti and his youngest daughter, Rod Blagojevich bid a public goodbye outside his North Side home Wednesday during a statement that was part political stump speech, part confession.

    • Blagojevich made his 12-minute speech in front of his Ravenswood Manor home just after 5 p.m. amid cheers of support and a media circus. His wife wiped away tears. Afterward he signed autographs and waved to the crowd from his porch for nearly half an hour.

    • At 3 p.m. the ex-governor and daughter Annie left home, walking hand in hand down the block where they got into a friend's car, destination unknown. The walk was unscheduled but seemed to be for the cameras.
    Evidently, it's still all about Rod. At least he didn't pinch his daughter's leg so she could cry on cue like at his first trial. If he keeps his mouth shut and Obama loses, expect a pardon.

    Vote on Ethics?

    • Gov. Pat Quinn announced Sunday a proposed amendment that would allow Illinois voters to enact ethics laws through ballot referendums.

      The proposed amendment, sponsored by Sen. Annazette Collins (D-Chicago), would allow voters to propose ethics reforms for all state-held offices in the three branches, as well as in local governments and school districts.

    Well, since Illinois voters have sat through three of the last 6 governors going to prison for assorted offenses, we imagine they wouldn't be the most observant of people to cast judgement on ethics laws.

    Now, if it were a Board of SCC readers making the ethical judgements, we'd be more inclined to support the effort.

    Fourteen Years

    • Former Gov. Rod Blagojevich was sentenced to 14 years in prison and fined $20,000 for what U.S. Attorney Patrick Fitzgerald famously referred to as a criminal corruption crime spree at the time of Blagojevich’s arrest three years ago.

      Patti Blagojevich buried her head in her husband's shoulder and the two embraced. He pulled back to brush tears off her cheek and then rubbed her shoulders.

      As he left the courthouse, Blagojevich told reporters “we’re going to keep fighting on through this adversity. . .This is a time to be strong."

    The Lost Decade

    A detailed look at how Chicago, Cook County and Illinois have managed to completely screw themselves into near-financial ruin:
    • Cook County lost more than a quarter of its manufacturing jobs between 2000 and 2010, according to a new analysis.

      Cook lost some 89,100 jobs, more than any other county in the United States except for Los Angeles County, which saw 113,000 jobs disappear. Detroit’s Wayne County lost 84,000 manufacturing jobs, according to a Scripps Howard News Service tally.

      Every county in the Chicago area lost manufacturing jobs in that time span — more than 125,500.

      Statewide, Illinois in 2010 had 742,089 manufacturing jobs, a 20 percent decline from 2000, according to U.S. Census figures.

    Now tie that into this report:

    • A hotly debated tax break package designed to prevent two major Chicago-area companies from moving operations out of Illinois took clearer shape Sunday, with legislators scaling back its scope to ease concerns about its potential costs.

      The focus of deal is giving tax incentives to Sears Holdings Corp. and CME Group Inc., parent company of the Chicago Mercantile Exchange and Chicago Board of Trade.

    • The slimmed-down package, crafted by Rep. John Bradley, D-Marion, chairman of the House Revenue Committee, and Rep. David Harris, R-Arlington Heights, the committee's GOP spokesman, would cost the state an estimated $250 million a year, compared with the estimated cost of $800 million or more on the earlier package, which stalled.

      The cost would be completely offset by a resurgence in state corporate income tax receipts that is expected with the expiration of a tax break that allows businesses to accelerate their deductions for capital investments through 2012, Bradley said.
    So these tax breaks cost Illinois $250 million a year, but they expect to make it up with an expiring tax break? What's to stop corporations from merely abandoning Illinois for greener pastures and telling Quinn and company to take their expiring tax break and sticking it where the sun don't shine?

    Interesting Proposal

    • A state Republican legislator has introduced a bill to the Illinois General Assembly to separate the Chicago's county from the state--effectively making the midwestern city the 51st state in the union.

      The bill, filed by State Rep. Bill Mitchell of Decatur Tuesday, would "enact legislation dividing Illinois and Cook County into separate states" because county residents "hold different and firmly seated views" on "politics, society, and economics" from people in the rest of the state. The bill's supporters point to higher tax rates and strict gun laws in the Chicago area and contend that the northern county is out of step with its Illinois neighbors.

      "These liberal policies are an insult to the traditional values of downstate families," Mitchell told the Decatur Tribune. "When I talk to constituents, one of the biggest things I hear is 'Chicago should be its own state . . . .Our voters' voices were drowned out by Chicago."

    Abolish "home rule" and a sizable percentage of Illinois' problems with Chicago disappear overnight. Then you can apply the rules evenly across the board and start making Chicago pay its own way.

    Go Quinn!

    The news just keeps getting better for the governor:
    • More than 1,500 Illinois workers will lose their jobs over the next two months as companies like Lowe's reshuffle operations, according to state filings made public Tuesday.

      The filings were part of the monthly Worker Adjustment and Retraining Notification (WARN) report compiled by the Illinois Department of Commerce and Economic Opportunity.

      Lowe's Homes Centers Inc. said it will idle 194 workers at two big box home-improvement stores it recently closed on N. Barrington Rd. in Schaumburg and S. Randall Rd. in Elgin.
    So another 1,500 join the ranks of the unemployed. Way to manage the Illinois businesses.

    Thanks Again Democrats!

    • Democratic Gov. Pat Quinn today defended a major toll increase on the eve of the tollway board's vote on the issue.

      "The tollway has to do what's necessary to protect safety, lessen congestion, make sure that we have roads that are efficient," Quinn said at an unrelated news conference. "Clearly there is public support for making sure that we do this and do it right."

    Yeah, because the public is always looking for ways to give government more money during a double-dip recession.



    Exhibit B:
    • Chicago School Board members Wednesday unanimously approved a budget packing a $150 million property tax increase as school officials offered elementary teachers raises totaling $15 million to work a longer day.

      Meanwhile, parents, clergy and others turned up the heat on all parties involved to find a way to achieve a longer school day and year.
    Rahm is living up to his promise of not raising taxes by having everyone else do it evidently. Which leads us to this little number.



    Exhibit C:

    • In a trend that continues to worsen, more Illinoisans found themselves unemployed in the month of July.



      Illinois lost more jobs during the month of July than any other state in the nation, according to the most recent Bureau of Labor Statistics report. After losing 7,200 jobs in June, Illinois lost an additional 24,900 non-farm payroll jobs in July. The report also said Illinois’s unemployment rate climbed to 9.5 percent. This marks the third consecutive month of increases in the unemployment rate.



      Illinois started to create jobs as the national economy began to recover. But just when Illinois’s economy seemed to be turning around, lawmakers passed record tax increases in January of this year. Since then, Illinois’s employment numbers have done nothing but decline.

    "Temporary" to Become Permanent

    • Illinois Republican Party Chairman Pat Brady condemned Governor Pat Quinn’s comments that he wouldn’t rule out making all or part of the state’s temporary 66% income tax hike permanent. Brady also announced a citizens online petition drive against the idea at NoIllinoisTaxHike.com.

      “Businesses and taxpayers have already been looking at leaving Illinois,” Brady said. “The only thing worse than a temporary tax hike would be a permanent one.”

      Brady said, “The way to bring jobs back to Illinois is through lower taxes – not higher taxes. The Governor apparently hasn’t noticed that the states that are creating the most jobs these days are the ones who are lowering taxes.”

    The 5% rate is scheduled to fall to 3.25% in 2014 and down to 3% in 2024, but Quinn and the democrats can't even be bothered to live up to a political promise the same year they made it. Meanwhile Illinois continues to hemorrhage jobs and potential future tax dollars, which only makes the death spiral that much tighter.

    What's This?

    • Democratic Gov. Pat Quinn on Wednesday gave a highly paid position to the daughter of the Illinois Supreme Court justice who swore him into office and a powerful Chicago alderman who was a major campaign donor.

      Attorney Jennifer Burke, 41, was named to the Illinois Pollution Control Board, a post that pays $117,043, Quinn’s office said.

      She is the daughter of Justice Anne Burke and 14th Ward Ald. Ed Burke, chairman of the City Council’s Finance Committee. Jennifer Burke works for the city as an assistant corporation counsel supervisor. As of last month, her annual salary was $99,948.
    The Illinois Pollution Control Board?

    $117,000 per year?

    Anyone have a calendar so we can start planning the revolution?

    Government Raises

    • At a time when pay raises are a distant memory and unpaid leave a reality for many area government workers, Illinois Secretary of State Jesse White has handed out pay hikes exceeding 6% to his entire executive staff.

      According to payroll data obtained under the Freedom of Information Act by the Better Government Assn., Mr. White in the 12-month period ended May 31 gave 4% and then 2% raises to roughly 250 non-union administrative personnel, almost all of them policymakers, supervisors or their clerical assistants.

      The hikes collectively are costing taxpayers an extra $78,000 a month.

    • Illinois Gov. Pat Quinn violated the union contract with nearly 30,000 state workers by refusing to give them a pay raise July 1, an arbitrator ruled Tuesday.

      Edwin Benn ordered Quinn to start paying the 2 percent increase and provide back pay within 30 days.

      "As a matter of contract, the state cannot simply refuse to pay the increase," Benn wrote in his opinion.
    Quinn has promised an appeal, enriching another generation of lawyers.

    Tough Times?

    • Gov. Pat Quinn’s budget office spokeswoman will be making nearly 50 percent more money after receiving an additional job title this spring.

      Kelly Ann Krapf, a former broadcast reporter who uses the name Kelly Kraft, received a salary boost from about $71,000 to more than $105,000.

    • Last year, an Associated Press analysis revealed that Quinn had given 43 salary increases averaging 11.4 percent to 35 staffers over the previous 15 months. The raises were handed out at the same time Quinn was proclaiming a message of “shared sacrifice” and calling for deep spending cuts because of the state’s financial crisis. A Quinn spokeswoman said half of those salary increases were the result of a promotion or a change in job title with an added workload.
    But hey, enjoy that income tax hike, corporate tax hike and double digit unemployment Illinois! And you better not even think about owning a gun for personal protection, you dirty serfs. Don't be getting ideas above your station in life.

    Quinn's Fuzzy Math

    • Illinois gained nationwide notoriety in January when Governor Pat Quinn signed into law a 67% hike in the personal income tax rate while lifting the corporate tax rate to 9.5%, the fourth highest in the nation. How is that working out?

      The good news is that corporate tax receipts in Springfield are up by about $300 million amid the economic recovery—though the state comptroller's office announced in April that the state still faces $8 billion in unpaid bills. The bad news is that, according to the state's Department of Commerce, Illinois has already shelled out some $230 million in corporate subsidies to keep more than two dozen companies from fleeing the state. And more are on the way.
    And guess who else is making noise about moving? Caterpillar. Sears. Motorola. Just to name a few. And how much has it cost Illinois?
    • ...in two years in office Mr. Quinn has doled out corporate welfare to at least 80 firms, costing the state nearly $500 million, according to a tally by the Chicago Tribune. Late last year Navistar, the commercial truck engine maker, secured $65 million in handouts. Continental Tire nabbed $19 million. Even deal-of-the-day Web business Groupon, which is preparing an IPO to raise $750 million, grabbed $3.5 million in tax credits to stay in Chicago. U.S. Cellular got a $7.2 million package to keep its headquarters in the Chicago area, while Chrysler received an "investment package" worth $62 million for its Belvidere assembly plant.
    Amazing that this jackass ran on a platform of raising taxes. Because it's not like a multi-billion dollar company couldn't afford to move operations to a more business friendly environment, while everyone else who can barely afford their mortgage (if they're lucky) is stuck here paying Quinn's higher taxes and paying more for products that used to be built here in the midwest.
