The Chicago Police Department has reshuffled and reassigned top officials’ jobs in an effort intended to trim “the fat on executive staff” and save $1 million, Supt. Garry McCarthy announced Monday.
The restructuring, including the elimination of two assistant superintendent and four deputy superintendent positions, is also designed to streamline operations and bolster communications between high-ranking personnel, McCarthy said.
“We’re leaner and we’re meaner — that’s what it boils down to. We’ll be reacting faster because there’s less clutter in between,” the superintendent said at a news conference at police headquarters.
Explain this please:
- What is an "executive officer" and what is their pay grade? This seems to be a spot created out of thin air. It doesn't and has never appeared in our command structure, so are we just creating more exempt spots instead of eliminating redundant supervision?
- National and International Events? What's that rank?
- CO of Special Events? That's a step or three down from Chief, right?
And how are certain people keeping their jobs?
- Ernie Brown in charge of Patrol? The man can't even write a complete sentence in English, not to mention was caught lying on a job application for Arizona and has more harassment beefs against him than just about any other active member of the Department.
- How many times is the Superintendent going to rip Carothers a new one at these CompStat meetings without anything being done? We thought these meetings were about accountability? What kind of message is being sent down the chain? That there are no consequences for incompetence.
- Welch to IAD as a Deputy Chief? Why do we need a Deputy Chief in the IAD spot? We already have a Chief - now we have a Deputy Chief reporting directly to the Chief? This is nothing more than a created spot to save a political hack. Again, no consequences for incompetence, at least at the exempt rank.
The only message we're seeing here is that you, too, can aspire to a gold star by going to the correct church and hanging with the right "reverends," regardless of your inability to do your job, neglecting to improve on your performance and failing to prepare for meetings weeks and more in advance. And if you do a decent job at one Area, you can be sent to clean up another Area that has long been a dumping ground for "meri-clout-orious" people who couldn't pass a promotional test if their lives depended on it.
