Hire back full-duty officers to work in their districts on one of their days off at time-and-one-half.
They know the streets, they know the players, they're covered by all the rules, regulations, laws and ordinances.
You'll have hundreds of volunteers to rotate through on an endless basis. They'll volunteer in the shitty districts and if someone in a slower district wants an opportunity, they'll bid to the shithole districts like you want.
It's cheaper than running an academy class and you'll save on training.
They're already doing it for Tact Teams in 001 and/or 018 (we've heard both).
