They keep getting more and more amusing:
- Exempt Promotions: SCC any truth to this?
I have a friend in Rahm's camp who said the mayor elect is infuriated with the current police brass. They feel the ranks are too top heavy and way too many unqualified bosses.
I guess a plan is underway to send a bulk of the exempts back to their highest rank attained. Their positions will be replaced by a private sector police contractor. Their employees will have to meet certain qualifications ie...retired commander from another agency etc...
This is being done to change the face of the department from the Top Down approach. It will also lead to a more transparent promotional process for future bosses because these outsiders will conduct the promotional process and most won't know many people to leak the test answers out too. Also they will not be able to wear a CPD uniform unless they worked for CPD at one time or another as a sworn officer
A special ordinance has been drafted and is waiting approval of city hall.
I got to say that I agree with this.
Whats everyone else's take?
Our take is Rahm's people are trolling for something palatable that might be accepted by the rank-and-file. We for one would welcome a transparent and fair testing process whereby the people who work for the so-called "subject matter experts" weren't stealing the top spots in the past three or four promotional exams. The number of high scores coming out of the HQ building defy any sort of statistical explanation, especially when compared to who they worked for and what sort of input those people had on creating promotional exams.
