Mayor-elect Rahm Emanuel already has proposed creating a local version of the federal “Race to the Top” fund to reward the best teachers and schools. He also has suggested five-year performance contracts for every Chicago Public School.
Now, he’s dangling a cash carrot in front of school bosses.
In an interview with the Chicago Sun-Times, Emanuel proposed cash incentives to reward the best-performing principals.
Performing at what? Juggling? Grade inflation? Cooking the books? The minute cash gets offered, bad things happen. Imagine giving police commanders bonuses for keeping crime under certain levels. Or index numbers above certain levels. What do you think is going to happen?
Commanders have zero to do with the actual results of keeping crime in check - they're at meetings, not out there arresting people. Principals have about the same effect on educating children - it's the teachers (most of them at least) that educate, not the bureaucrat.
