It read how "administrative personnel" were supposed to be utilized for the District draw (how many officers each District sent to the parade excluding tactical teams). In fact, this was why all house mice were placed into either Friday/Saturday or Sunday/Monday day off groups - to use them for parades, details and special events. McCarthy even said he didn't care if the paperwork stacked up, officers were going to be on the street if needed.
But low and behold, many Districts ended up sending extra watch officers to satisfy the District draw since the administrative personnel were granted elective time off with astonishingly little notice or static from downtown.
Remember, we can't get time off during the week for previously scheduled events and you can forget about it on weekends. But the front offices can bail on a less desirable event and screw the entire watch by shorting the District anywhere from two to six bodies.
